Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, stated that in April, The Verkhovna Rada shall announce a vacancy for the office of four members of the National Council for Television and Radio Broadcasting appointed by the Parliament´s quota.

 

Thus, the National Council for Television and Radio Broadcasting consists of eight members appointed by The Verkhovna Rada of Ukraine and the President of Ukraine. The period of their authorities totals five years. The National Council is plenipotentiary, provided at least six members are appointed (Items 1-2 of Clause 4 of the Law "On the National Council for Television and Radio Broadcasting").

 

At present, the five-year period of authorities has finished for all the members appointed by The Verkhovna Rada.

 

According to M.Tomenko, the Law presupposes termination of authorities of the National Council members on the grounds of the Resolution of The Verkhovna Rada of Ukraine; therefore, it is necessary to adopt the Resolution on the termination of authorities of the National Council members appointed by The Verkhovna Rada and appoint another members of the National Council in compliance with Clause 5 of the Law "On the National Council for Television and Radio Broadcasting".  

 

As to the potential candidates, M.Tomenko stated that four members nominated by the Parliament should not represent the choice of commercial channels or parties. According to the Deputy Chairman, these people shall be authoritative within the media-community. He believes that the Parliament shall settle this issue, so that "the National Council becomes an independent constitutional body, not the organization under the President´s administration or the commercial channel".
